- Step 1: Melt 3 tablespoons butter in a saucepan over medium heat.
- Step 2: Add grated or minced garlic and cook for about 30 seconds until fragrant.
- Step 3: Reduce heat to low, whisk in flour, and cook for 1 minute.
- Step 4: Slowly whisk in chicken broth and milk until smooth.
- Step 5: Add Dijon mustard, bouillon powder, and Parmesan. Cook 2–3 minutes until thickened, whisking constantly.
- Step 6: Adjust consistency with small splashes of milk if needed. Season with salt and pepper.
- Step 7: Stir in parsley, if using.
Notes
For extra richness, substitute half the milk with half-and-half. Fresh broccoli softens as the casserole bakes, no pre-cooking required.
