- Preheat oven to 375°F (190°C).
- In a skillet, heat olive oil over medium heat. Sauté diced bell pepper and onion for about 5 minutes, until softened. Set aside to cool slightly.
- In a large mixing bowl, combine ground beef, breadcrumbs, egg, milk, Worcestershire sauce, garlic powder, salt, and black pepper. Mix gently until just combined—do not overmix.
- Press half of the meat mixture evenly into the bottom of a greased loaf pan.
- Layer 4 slices of provolone cheese over the meat, then spread the sautéed peppers and onions evenly on top.
- Top with the remaining meat mixture, pressing the edges to seal and form a loaf shape.
- Bake for 45–50 minutes, or until the internal temperature reaches 160°F (71°C).
- In the last 5 minutes of baking, lay the remaining 4 slices of provolone cheese on top and bake until melted and bubbly.
- Remove from the oven and let rest for 5–10 minutes before slicing. Garnish with chopped parsley if desired and serve warm.
Notes
For added flavor, try adding a touch of sautéed mushrooms to the filling. Serve with mashed potatoes, roasted vegetables, or on a toasted roll for a full Philly-style experience.
